Ms. Szarama has over 24 years of experience in the construction industry, specializing in construction managment, change negotiation, project closeout and dispute voidance and resolution. Her background encompasses all phases of construction, from start-up to closeout, and all elements of construction, from civil and structural work to finishes, with extensive onsite experience.

She has widespread knowledge of the construction change order/claims process, with a highly successful track record in analysis, presentation, and negotiation of construction changes and disputes both during the project as well as post-project settlement negotiations, mediation and litigation support, including testimony in jury trial. Her experience includes daily oversight of all contractor activities as owner representative, concurrent with resolution of complex interrelated issues between various agencies, consultants and affected business and residential communities. Ms. Szarama is thoroughly versed in construction industry protocol, reporting and tracking procedures.

George has more than 20 years of construction management experience including quality control oversight of civil and utility installation specializing in electrical systems inspection. He has extensive experience as lead oversight of power installation and energization tying in to high voltage LADWP and SCE utility power. Projects include San Diego airport, City of Inglewood Century Blvd., Metro Crenshaw, Red and Purple line subway tunnels and stations, San Diego Mission Valley light rail with station at San Diego State University, Metro Gold Line Eastside Extension, Expo Line Phases 1 and 2 various stations, bridges and Divisions 14 and 16 Operations & Maintenance Facilities.

Marco Zafranco has over 20 years of experience in the construction industry as an estimator, project/construction manager, and job superintendent. He has been involved from the design development phase to execution of new, tenant improvement, educational facilities, aviation and transportation, healthcare, advanced technology, commercial, and state/federal and municipal infrastructure projects including light and heavy rail projects. He has performed budget cost reconciliation through value engineering/conceptual estimating and constructability review, bid document packaging, bid result analysis, change order technical audit, and cost settlement.

Wayfinding/Signage Specialist

Katherine Kwan is an expert in environmental signage and wayfinding, along with associated graphics. She is currently the Wayfinding/Signage coordinator for Metro’s New Blue, Willowbrook/Rosa Parks Station, Airport Metro Connector, Green Line improvements and Emergency/Rail/Bus Operations projects. She provides signage planning and project management from conceptual design through construction. Prior to joining Destination Enterprises, she held senior positions at Selbert Perkins Design, EGG Studio and KAA Design. She was an adjunct professor at the Art Center College of Design in Pasadena from 2013 to 2016.

Oscar is a bilingual community outreach and engagement professional with experience in developing and implementing comprehensive community engagement programs. As part of outreach programs, he attends industry and community events to engage community members, coordinates strategic public outreach events to define community needs, obtains key community input and support, and promotes the project. Oscar provides support to the project management team and owner during presentations and coordinates with safety personnel to develop appropriate safety training and equipment for elected officials, media, and public job walks. Oscar has demonstrated the ability to leverage strategy development, project management skills, and visionary leadership to drive coalition building, community outreach, and achieve goals. Expert in communications, public speaking, civic engagement, relationship building, public policy advocacy, legislative research, and campaign management.

MARTY MAGGARD, MIRSE

Signal Engineer/Inspector

Marty has over 35 years of experience in the design, construction, inspection, testing and maintenance of railroad signal and highway rail grade crossing systems. His career began with Santa Fe Railway (1978-1989) in the signal department. From 1989 to 2006, he held management and technical positions with Metro. He is uniquely qualified as having successfully implemented numerous Class 1 railroad as well as transit projects. Since 2016, he has been a Train Control Manager with the Los Angeles County Metropolitan Transportation Authority (Metro), overseeing completion of Expo Light Rail Phase 2 opening May 2016.

Geno is skilled at creating safe workspaces for team to perform safety inspections with work crews.

Office Engineer

Sonia is a Civil Engineer experienced in handling RFIs, submittals, change orders, and the preparation of material takeoffs and AutoCAD civil maps. Her experience working for both the contractor and owner and her knowledge of construction informs her well-rounded approach to project management. She is currently working for DE as the project Office Engineer on the BART Transbay Tube renovations.

MARK MIYAJIMA

Senior Estimator

Specializing in construction cost estimating and project management, Mark has had significant roles including Superintendent, Foreman, Lead Estimator, Project Manager, and Claims Manager on a wide variety of large-scale infrastructure and public works improvement projects, including vertical structures, geothermal power plants, water treatment plants, tunnels, railroads, roads, golf courses, and deep-foundation construction projects. He is familiar with all aspects of project management; he was Responsible Project Manager for five construction projects in the U.S. He has prepared large claims, and managed claims during negotiation, mediation, and legal processes. His claims experience includes perspective from contractor side to determine the merit and right value of claim, including negotiation, mediation and litigation.

Michael has over 20 years of multidisciplinary experience that provides him the ability to look strategically at and across all media types. He is a proven self-starter experienced in creating, developing and implementing new initiatives. Michael has an aptitude for team learning and building through motivation, teaching, and management. His areas of expertise include Environmental Design, Graphic Design, Art Direction, and Digital Media. Michael’s design experience includes developing school interior signage systems, modernizing exterior signage to create more distinctive "first impression" for companies, collaborating with architects to integrate wayfinding and environmental graphic design into building and spatial designs, and enhancing street and pedestrian graphics for clearer wayfinding and accessibility. He has experience maintaining and enhancing the existing identity for various events and exhibits communications, conceiving new and dynamic graphic identity using typography, boosting communications with various collateral for events to expand outreach and membership, and strengthening identity and establishing brand standards. Michael has been able to devise strategic design solutions to stretch a limited budget with maximum impact.

He is an expert in CPM scheduling with significant experience preparing contractor schedules, reviewing contractor schedules for owners, handling construction disputes including testimony as a schedule expert.

Dominique received her Landscape Architecture degree from Cal Poly, San Luis Obispo, and now uses her design experience with DE working on marketing and graphics.

Signal Engineer/Inspector

Wes has over 25 years of experience in railroad signal engineering, inspection and maintenance, including San Diego area NCTD projects (Mid-Coast Extension, North Coast I-5 Corridor, NCTD Crossing upgrades, San Diego River Bridge), South Line Freight Railroad, Metro Foothill Gold Line Extension, Metrolink and ATSF/BNSF railroad projects. He is skilled in ensuring that proper and specified construction practices are followed during signal installation, resulting in signals that operate as intended. His certifications include RWP/MOWORI/Flagman, Lone Worker/EIC/Watchman and HAZMAT First Responder.

Yonas is currently handling DE's estimating for a variety of projects for Los Angeles County Department of Public Works (DPW).

Hennie has great team building and management abilities, promoting cohesive working relationships and delivering solutions to exceed expectations. She is a Mechanical Engineer with experience in cost estimation and scheduling.

Thirty-five years of extensive and diversified experience as a Certified Welding Inspector (CWI) and Certified Construction and Building Inspector. Strong background in all facets of construction, including roadwork, freeways, bridges, hospitals, schools, parking structures, multi-story buildings, water treatment plants, public work facilities, buildings, underground sub-stations, subways and retrofit of existing bridges and buildings. Tony has been responsible for oversight of construction of communication towers: inspection, testing and foundation excavation of soil, concrete reinforcement and placement, structural welding and bolting. He has experience working with various agencies, including Los Angeles County Metropolitan Transportation Authority (Metro), Orange County Transportation Authority (OCTA), Southern California Edison, Pacific Gas & Electric (PG&E), and Caltrans. Expert on maintaining a high standard of construction to meet Code and project design plans and specifications. QC and welding oversight experience includes significant architectural projects including the Walt Disney Concert Hall.

Jeff has over 35 years of extensive experience in supervising and installing electrical systems, working closely with inspectors, designers and owners to ensure timely completion of various projects in compliance with specifications and codes of that jurisdiction. He offers thorough knowledge of electrical and building codes and requirements of city utilities and municipalities. Jeff comes from a long history of installing electrical and video systems in facilities and public transit, including Expo 1 Culver City station and bridge electrical and tie-ins with SCE, as well as numerous Metro rail transit facilities, at LAWA and Burbank airports, educational and commercial projects (including The Grove).

Mark Crowley is an accomplished signal engineer with 24 years of experience in the railroad industry, specializing in design, quality assurance and signal system commissioning. He has working knowledge of American Maintenance of Way practices (AREMA) and Federal Railroad Administration (FRA) rules and regulations pertaining to signal and highway grade crossing warning systems. Mr. Crowley is an Accredited Technician with IRSE (The Institute of Railway Signal Engineers).

Experience with responsibilities that include commercial tenant improvement, building management, electrical demo, conduit systems, field supervision, subcontractor coordination, scheduling oversight, quality control, document control, design assistance, and change orders and proposals.

Kim has over 23 years of experience as a Labor Compliance Officer, overseeing General Contractor and Subcontractor labor compliance, to ensure that all necessary forms and certified payroll reports are prepared and uploaded, and ensuring that State and Federal (as applicable) prevailing wage requirements are met for each trade classification; she has also provided compliance oversight to agencies employing contractors. Kim provides labor compliance oversight of DE’s construction management services, to ensure that documentation for prevailing wage personnel is submitted and uploaded, to maintain compliance with all applicable requirements.
