Mr. Penn is a self-starter with the ability to manage multiple projects under tight deadlines. He has developed an expert knowledge of internal policies, procedures, and processes to ensure flawless and seamless execution of the most complex strategies, and has provided training to regulators and industry professionals on California regulations, statues, and compliance requirements. Mr. Penn was a Fire Specialist and firefighter for the City of Compton and Hazardous Materials Specialist and Program Manager for the City of Vernon, where he responsibly managed the Hazardous Material Program budget, materials and supplies, managing a book of 300-plus regulated businesses.
Mario has over 25 years of field experience in track and civil construction and inspection on transportation projects throughout the country, including light rail,heavy rail, and commuter rail projects.
Annalisa is DE’s Field Engineer on the Metro “The New Blue” projects. She is a transportation planning analyst whose experience includes New York City Transit, Caltrans, CalSTA, Amtrak, San Joaquin JPA and BNSF projects, with responsibilities for design, schedule and budgets.
Over 32 years of experience in the construction industry, specializing in construction cost estimating and project management. Mark has held significant responsibilities including Lead Estimator, Project Manager, Claim Manager, Superintendent and Foreman on various large projects , and responsible Project Manager for Japanese contractor for 5 of its US projects. Projects include vertical structures, geothermal power plants, water treatment plants, tunnels, railroads, roads, golf courses, and deep foundation construction projects. Familiar with all aspects of project management from both Owner and Contractor perspective. Claim related experience includes negotiation, mediation and litigation.
Wes is currently working as a Signal Inspector on Metro’s “The New Blue” project. He has over 25 years of experience in railroad signal engineering, inspection and maintenance, including San Diego area NCTD projects (Midcoast Extension, North Coast I-5 Corridor, NCTD Crossing upgrades, San Diego River Bridge), South Line Freight Railroad, Metro Foothill Gold Line Extension, Metrolink and ATSF/BNSF railroad projects. His certifications include RWP/MOWORI/Flagman, Lone Worker/EIC/Watchman and HAZMAT First Responder.
Lisa is currently working as Field Office Engineer on Metro’s “The New Blue” project. She has over 10 years experience in administration, quality control and document control on rail and underground construction projects, including Metro Expo Line Phase 1 (working for contractor FFP as well as systems subcontractor B&C Transit) in Los Angeles and for contractor Underground Construction Company in San Francisco.
Ardy is currently working as a Field Engineer on Metro’s “The New Blue” project. He has managed and inspected (including QC/QA inspection) construction of heavy civil rail and tunnels, structures, roadways, buildings and utilities for over 16 years. His utility experience includes extensive traffic signal as well as wet utilities. He has worked in the United States (Hollywood Park mixed use in Inglewood, California; roadway projects CC215 Beltway in Nevada, I-70, US-34 and US-85 in Colorado, and Rosemead Blvd. in El Monte, California) and internationally on the Cross Rail, Victoria Station, Bond Street, London Underground, Thames Tunnel and Birmingham Queensway Tunnel projects in the United Kingdom, as well as Kinaxixi 30 story commercial and residential project in Angola, Africa.
Ed has over 18 years of professional construction quantity takeoff and cost estimating experience encompassing all trades. He is currently performing cost estimating and negotiations on Metro's Purple Line Section 1 subway project. He has previously worked as a senior cost estimator on NASA/Jet Propulsion Laboratory and numerous Federal Aviation Administration projects, as well as Resident Engineer, Project Manager and CAD Manager.
Over thirty years of experience in construction management of public works projects including transportation, schools and heavy construction. Significant projects include Los Angeles Unified School District new schools, Exposition light rail, Metro Red Line, Metro Pasadena Gold Line and Alameda Corridor. Experienced in quality review of submittals and requests for information for accuracy; coordination and interface between designers/engineers and outside agencies with contractor/subcontractors to resolve design and construction related issues; QA/QC of designer responses prior to distribution to contractor; knowledge of Division of State Architect (DSA) criteria and requirements, and coordination with LAUSD inspection (to meet DSA requirements) and DSA inspectors; resolution of design and construction issues in the field; preparation of meeting minutes, monthly and weekly reports; evaluate monthly progress; prepare progress payments; negotiate, prepare and issue change orders; inspection and documentation of work in progress; city street restoration (traffic control, protection of existing utilities, new utilities and permits). Prepare construction/contract documents for bid and contract closeout.
Mike has over 42 years of experience in rail/transit systems design, construction, operations, testing, integration, commissioning and maintenance. Mike is Qualified under General Code of Operating Rules, Timetable and Special Instructions governing freight and passenger operations for railroads in North America (MOWR), FRA Rules and CPUC Regulations as related to communications and signal operations, CENELEC safety standards, Roadway Worker Safety, AAR and AREMA Standards and Practices. He has worked with all types of train control/signal systems which include Communications Based Train Control (CBTC) and Communications Based Overlay Signal System (CBOSS). Mike spent the last seven years managing the installation and commissioning of the Alstom CBOSS system for Caltrain and the THALES automatic train control (ATC) projects in San Francisco, before joining DE as the Resident Engineer responsible for Metro's "The New Blue" rehabilitation systems and signaling on Metro's oldest rail line running from Los Angeles to Long Beach.
Marco Zafranco has over 20 years of experience in the construction industry as an estimator, project/construction manager and job superintendent from design development, to preconstruction and construction phases of projects. His experience spans educational facilities, aviation and transportation, healthcare, advanced technology, commercial, and state/federal and municipal infrastructure projects including light and heavy rail projects. His estimating experience ranges from the development of probable construction cost estimates to schematic, design development, and construction phase estimates. He has performed budget cost reconciliation through value engineering and constructability review including bid document packaging and result analysis. Experienced in change order technical/forensic audit and cost negotiation and settlement.
John is a recent graduate with a B.S. in Environmental Design. He is an advocate of public transportation, and working for DE as Office Engineer on Metro's "The New Blue" working with Metro and DE's team to rehabilitate and enhance Metro's oldest rail line.
Jonathan is a recent graduate with a degree in Mechanical Engineering. He is DE’s Field Engineer on the Metro Patsaouras Plaza Busway Station project, a new transit busway station next to the US-101 Freeway adjacent to Metro’s headquarters. This project includes a new lighted and secure pedestrian bridge allowing passengers to walk from the existing Patsaouras Transit Plaza at Union Station, and will accommodate the Metro Silver Line and other transit bus lines to serve Union Station and improve commute times for bus passengers. Jonathan provides field oversight of the contractor, documenting work progress and resolving field issues to complete this project safely and with quality.
Over 35 years of experience in the design, construction, inspection, testing and maintenance of railroad signal and highway rail grade crossing systems. Train Control Manager with the Los Angeles County Metropolitan Transportation Authority (Metro) and Expert overseeing completion of Expo Light Rail Phase 2 opening May 2016. Uniquely qualified as having successfully implemented numerous Class 1 railroad as well as transit projects.
Responsible for QA/QC oversight of the installation of various electrical systems including power distribution, motor control centers, automatic transfer switches, transformers, panels, lighting, receptacles, generators, switchboards, cable trays, UPS, fire alarm, communications, security cameras, CCTV, A/V and lighting control. Jeff comes from a long history of installing electrical and lighting systems in facilities and public transit, including Expo 1 Culver City station and bridge electrical and tie-ins with SCE, Expo 2 Operations & Maintenance Facility electrical & systems, and oversight of street lighting and traffic signal installations.
Joe a Senior Estimator with experience in all trades and is currently working on the USC Los Angeles Coliseum retrofit project and previously on modernization of USC’s Michelson Bioscience Center.
Kim has over 23 years of experience as a Labor Compliance Officer, overseeing General Contractor and Subcontractor labor compliance, to ensure that all necessary forms and certified payroll reports are prepared and uploaded, and ensuring that State and Federal (as applicable) prevailing wage requirements are met for each trade classification; she has also provided compliance oversight to agencies employing contractors. Kim provides labor compliance oversight of DE’s construction management services, to ensure that documentation for prevailing wage personnel is submitted and uploaded, to maintain compliance with all applicable requirements.
Osahon Tongo has 10 years of film and digital media industry experience. He is a writer-director in the film industry. He has a digital marketing background with experience at CNN, Emory University and has developed content for Nike, Microsoft, Morgan Stanley, and Google among others.
